Every legally valid Digital Signature Certificate in India is issued by a Certifying Authority licensed by the Controller of Certifying Authorities (CCA) under the Information Technology Act, 2000. In practice that means eMudhra, Capricorn, Sify, (n)Code Solutions, VSign, IDSign, Pantasign and NSDL. The certificate itself is rarely the problem — the crypto token it lives on is. ePass 2003, Proxkey, HYP2003, Watchdata, TRUSTKEY and mToken each need their own middleware, and each vendor ships a different PKCS#11 library. Installing a second vendor's driver alongside the first is the single most common reason a token that worked last month suddenly shows 'token not detected'.
Class 3 DSCs are now mandatory for most portals, so users who renewed from an older Class 2 certificate often discover the portal silently refuses their signature rather than explaining why. Under the CCA's rules a DSC is valid for one, two or three years and cannot be re-keyed — renewal always means a fresh certificate downloaded onto the token, which resets the trust configuration on the PC.
The Income Tax e-filing portal requires the DSC to be registered against the PAN and validated through emsigner, which listens on localhost ports 1585 to 1588 — antivirus software and corporate firewalls block those ports constantly, producing the 'Failed to establish connection to the server.
