The Australian identity stack and where signing actually breaks

From AUSkey to myID: a migration that still causes failures

Australia retired AUSkey in 2020 and replaced it with myGovID (rebranded to myID) plus Relationship Authorisation Manager (RAM), and businesses still hit the fallout. Where AUSkey was a certificate installed on a machine or a USB token, myID is a phone-based digital identity — so anything that genuinely needs a certificate, such as a PAdES-signed PDF or a machine-to-machine credential, now runs through VANguard or a Gatekeeper-accredited certificate from a provider such as Entrust or DigiCert under the Digital Transformation Agency's Gatekeeper PKI Framework. Organisations that never completed the migration find a legacy AUSkey certificate still sitting in the Windows certificate store, quietly being offered to signing software that then fails.

Software Authentication Credentials issued for Standard Business Reporting (SBR2) are a separate class again, and accounting packages that lodge to the ATO store them in their own keystore rather than in Windows — so reinstalling drivers does nothing.

What the ATO, ASIC and the Electronic Transactions Act require

The Electronic Transactions Act 1999 and its state mirrors make electronic signatures broadly valid, and the Corporations Act amendments of 2022 permanently allow company officers to execute documents electronically — including split execution, where two directors sign separate counterparts. ASIC lodgements and ATO Online Services for Business rely on myID identity strength rather than a document signature, which is why 'my signature was rejected' is frequently an identity-strength or RAM authorisation problem rather than a certificate one. Land titles offices in NSW, Victoria and Queensland enforce a stricter regime through the Electronic Conveyancing National Law and PEXA, where only specific credentials are accepted.

The ATO says my myGovID doesn't have the required identity strength — is that a signature problem?+

No, and this is the most common false alarm we see. ATO Online Services for Business and most ASIC functions check your myID (formerly myGovID) identity strength, not a document signature. You normally need Standard strength, which requires two Australian identity documents plus a face verification. Reinstalling certificates or token drivers will never resolve it — we identify within minutes whether you're facing an identity-strength, RAM authorisation or genuine certificate issue.

We never finished the AUSkey migration. What breaks now?+

AUSkey was decommissioned in 2020, but the old certificate often remains in the Windows certificate store and gets offered to portals and signing software that then reject it. We remove the legacy credential cleanly, confirm your RAM authorisations are in place for each ABN, and configure the correct replacement — myID for portal access, or a Gatekeeper-accredited certificate where a real PAdES signature is required.

Which certificates are accepted for machine-to-machine and SBR lodgements?+

Standard Business Reporting (SBR2) lodgements use Software Authentication Credentials that your accounting package stores in its own keystore, not in Windows. Machine credentials and document-signing certificates come from Gatekeeper-accredited providers under the Digital Transformation Agency framework. We work out which credential your specific lodgement path expects and install it in the right store.

Can two directors sign a document separately under the Corporations Act?+

Yes. The 2022 Corporations Act amendments made electronic execution permanent and expressly allow split execution, where each director signs a separate counterpart. Where problems arise is validation: if the second signature is applied after the PDF has been flattened, the first signature breaks. We set up a signing order that keeps both signatures verifiable.

Why does Adobe Acrobat say my Gatekeeper certificate is invalid?+

Usually the intermediate CA was never installed on the machine, so Acrobat cannot build a path to a trusted root, or the certificate's root is not on the Adobe Approved Trust List. We install the missing intermediate, add the correct trust anchor, verify revocation checking works through your network, and confirm a green validation before ending the session.
